SALVATI MUZEUL TARII CRISURILOR din ORADEA

Cu stupefacție am constatat din presa locală oradeană că ideea năstrușnică a primarului a prins și la președintele Consiliului Județean Bihor (ordonatorul de credite pentru Muzeul Tarii Crisurilor, muzeu de rang regional!!!) care, recent, și-a dat acordul de principiu ca patrimoniul deținut de Muzeul Țării Crișurilor (MTC) să fie găzduit de Cetatea Oradiei sau să fie împrăștiat în câteva spații muzeabile din Oradea și județ.

Am vrut să facem această petiție pentru ca prin ea să putem avea infinit mai ușor acces la orădenii și implicit bihorenii, iar de aici oricine din toată țara prin rețelele de socializare. Această petiție are ca scop informarea con/locuitorilor noștri și sensibilizarea pârghiilor elective. Ideea e că proiectul mutării MTC în Cetate sau în varii locuri din oraș și județ este o greșeală nocivă din partea autorităților locale din, cel puțin, trei puncte de vedere.

1. În primul rând  Statul, prin Ministerul Culturii, a încredințat clădirea fostei garnizoane Consiliului Județean Bihor cu condiția de a finanța lucrările pentru amenajarea unui complex muzeal.
2. În al doile rând Cetatea Oradiei NU este un spațiu capabil să găzduiască o instituție muzeală de rang regional pentru simplul fapt că în pereții groși ai Cetății va rămâne tot timpul – chiar și după finalizarea renovării în curs -  o umezeală constantă pe care nici o metodă nu o poate elimina cu desăvârișire, ori Legea Muzeelor și colecțiilor la art. 35 spune: Constituie contraventii urmatoarele fapte: a) încălcarea normelor de conservare a patrimoniului muzeal. Specialiștii în muzeologie spun că, oricum, majoritatea încăperilor din Cetate fiind boltite nu pot găzdui  „ cele 4-5 tablouri” după cum afirma recent, la bășcălia joasă, de autobază un parlamentar bihorean.
3. În al treilea rând și poate cel mai important argument este faptul că administrația locală a lansat o falsă problemă  invocând  economisirea banilor de la bugetele locale (județean și municipal) prin  relocarea muzeului în spațiile nepotrivite ale Cetății și mutarea unor instituții administrative în clădirea inițial destinată  MȚC. Astfel CJ Bihor a investit începând cu  proiectul de  restaurare și amenajare după toate cerințele muzeologiei și până la amenajările realizate în proporție de 85% peste 18 milioane de euro. Toți acești bani vor fi aruncați pe fereastră, pentru că, presupunând prin absurd, că instituțiile administrative ar intra în clădirea Diviziei reamenajarea ar mai costa cel puțin pe atât. Iar modificarea Proiectului Operațional Regional (POR) prin care se revitalizează Cetatea Oradiei ar costa Consiliul Local, adică pe noi contribuabilii!!!, returnarea celor aproximativ 20 milioane de euro bani primiți din fonduri UE. Pregătirea Cetății pentru a primi patrimoniul MȚC, pe lângă faptul că e de neimaginat și total ilegal, ar costa bugetul local (tot pe noi cetățenii Oradiei și ai județului!!!) pe puțin de 4-5 ori mai mult de cât s-a investit din bani europeni. Deci, făcând un calcul sumar, bihorenii ar plăti în jur de 100/120 milioane de euro în loc de cei 18 milioane de până acum și poate încă 10/20 plus chiria de 15.000 de euro  pe care CJ Bihor o achită lunar pentru menținerea MȚC în clădirea Episcopiei Romano-Catolice de Oradea până la reamenajarea Cetății.

We were astonished to learn from local news from Oradea that the bizarre idea of the mayor has also convinced the president of the County Council of Bihor (the principal budget manager authority for “Tara Crisurilor” Museum – ranked as a regional museum!!!) who has recently agreed in principle that the Fortress of Oradea should accommodate the Museum’s patrimony or that the patrimony should be scattered in a few “museable” locations around Oradea and the county of Bihor.

We wanted to create this petition in order to gain more access to the people of Oradea and Bihor as a starting point and from here to break the news to anyone interested in the situation of  “Tara Crisurilor” Museum via socializing networks.

The purpose of this petition is to inform and raise the sensitivity in our elective key factors. The idea is that the project to move “Tara Crisurilor” Museum into the Fortress of Oradea or various other locations through the city and through the whole county is a noxious idea uttered by the local authorities, from at least three points of view:

1. First of all, the State, through the Ministry of Culture, has entrusted the building of the former garrison to the County Council of Bihor provided that they financed the works needed to rehabilitate the building in order to fit the purposes of a museum complex.
2. Secondly, the Fortress of Oradea is NOT suitable to accommodate a regional museum simply because should the renovation be completed, its thick walls would still be impregnated by moisture, and there is no method capable to eliminate it entirely, yet art. 35, Law of Museums and Collections states: The following acts are considered contraventions: a) infringement of the museum patrimony conservation standards. Museum specialists say that even so, because most of the rooms in the Fortress are vaulted they cannot host the “4-5 paintings” as one of the parliamentarians of our county has recently put it in lame mockery.
3. Third of all, and maybe the most important argument is that the local administration has initiated a false problem invoking cost savings from local budget money (referring to the city and county) by relocating the museum in that unfitted space of the Fortress and moving some other administrative institutions in the building that was primarily designated for the “Tara Crisurilor” Museum. The County Council of Bihor has invested since the start of the works– respecting all the requirements to suit a museum – until now, when 85% restoration project is completed, over 18 million euro. The money will be all thrown over the window because, assuming that the administrative institutions moved into the building, the new arrangements would cost at least that much, again. While any modification brought to the Regional Operational Project (POR) to revitalize the Fortress of Oradea would cost the Local Council, that is us, the taxpayers !!!!, to return the approximately 20 million euro received from EU funds. Preparing the fortress to meet the requirements for the Museum, besides the fact that it is quite unimaginable and totally illegal, would cost the local budget that is us, citizens of Oradea and of the County of Bihor, at least 4/5 times more than it has already been invested from European money. Therefore, by simple calculation, people of Bihor would pay around 100/120 million euro instead of 18 million paid until now, maybe even 10/20 more, and also the 15000 euro rent/ month, for who knows how long, that the County Council of Bihor must pay to the Roman-Catholic Bishopric in order to maintain the Museum in the present building until the restoration of the Fortress is completed.

Acum avem şi varianta aceluiaşi text în limba maghiară

Döbbenettel értesültünk a helyi nagyváradi sajtóból hogy a polgármester különös ötletét átvette a Bihar Megyei Tanács elnöke is (kölcsönutalványozója a Körösvidéki Múzeumnak, mely regionális rangú múzeum!!!), aki nemrégiben elvi beleegyezését adta abba, hogy a Körösvidéki Múzeum által birtokolt örökség a nagyváradi Várban kerüljön elhelyezésre vagy hogy szétosszák a Nagyvárad és a megye területén lévő különböző kiállitási célokra felhasználható helyiségekbe.

Szerettük volna létrehozni ezt a peticiót, hogy ezen keresztül könnyebben eljuthassunk a nagyváradiakhoz, a bihar megyei lakossághoz és a közösségi hálózatokon keresztül az egész ország lakosságához. A petició célja a lakosság tájékoztatása és a választási mozgatőerő figyelmének felkeltése. A Körösvidéki Múzeum Várba vagy a város és megye területén lévő más helyiségekbe való költöztetése egy káros hatásokkal járó lépés a helyi hatóság részéről, legalább három szempontból.

1. Elsősorban az Állam, a Kulturális Minisztérium által biztosította a Bihar Megyei Tanács számára a régi helyőrség épületét, azzal a feltétellel hogy anyagilag finanszírozzák az épület muzeális komplexummá való átalakítását.
2. Másodsorban a nagyáradi Vár NEM olyan épület amely képes lenne befogadni egy regionális rangú múzeumi intézményt, abból az egyszerű okból kifolyólag, hogy a Vár vastag falaiban – még a jelenleg folytatott renoválás bejezése után is – megmarad egy állandó nedvességtartalom, melyet semmilyen módszerrel nem lehet teljesen kiküszöbölni, pedig a Múzeumok és gyűjtemények törvényének 35. Cikkeje kimondja: Törvénykihágásnak minősülnek a következő cselekedetek: a) a múzeumi örökség megóvási előírásainak áthágása. A muzeológiai szakértők szerint a Vár épületének helyiségei nagyrészt boltívesek és emiatt különben sem tudnák befogadni azt a „ 4-5 festményt”, ahogyan erről nemrégiben nyilatkozott gúnyos hangnemben az  egyik Bihar megyei parlamenti képviselő.
3. Harmadsorban és talán a legfontosabb indok az a tény, hogy a helyi hatóság egy hamis problémát terjesztett el előhozakodva a helyi (megyei és városi) költségvetés pénzmegtakarítási szándékával, azáltal hogy a múzeumot áthelyeznék a Vár arra nem megfelelő helyiségeibe és közigazgatási intézményeket költöztetnének abba az épületbe melyet eredetileg a Körösvidéki Múzeumnak szántak. Íly módon a Bihar Megyei Tanács befektetett a muzeológiai követelmények szerint elkészített restaurálási és átalakítási tervekbe és a már 85%-ban elvégzett munkálatokba több mint 18 millió eurót. Ezt a pénzt kidobhatjuk az ablakon, feltételezve, hogy véghez viszik ezt a képtelen ötletet és a Hadtest épületébe közigazgatási intézmények költöznének, az átrendezés legalább még egyszer annyiba kerülne. Nem beszélve arról, hogy a Regionális Operatív Program (POR) megváltoztatása, amelyen keresztül a nagyváradi Vár felújításra kerül, a Helyi Tanács számára, az adófizetők számára!!! következményekkel járna, vissza kellene szolgáltatni azt a körülbelül 20 millió eurót, melyet EU támogatásként kaptunk. A Vár előkészítése a Körösvidéki Múzeum örökségének befogadására, amellett hogy elképzelhetetlen és teljesen törvénybeütköző, a helyi költségvetésnek (tehát megint nekünk, adófizetőknek!!!) 4-5-ször annyiba kerülne mint amennyi Európai Uniós pénzekből már befektetve lett. Íly módon ha egy egyszerű számítást elvégzünk a Bihar megyei lakosságnak körülbelül 100/120 millió eurót kellene kifizetnie, a már befektetett 18 millió helyett és még emellett vagy 10/20-at, ehhez hozzászámolva azt a 15.000 eurót amelyet a Bihar Megyei Tanács minden hónapban kifizet azért hogy fenntarthassa a Körösvidéki Múzeumot a Római Katolikus Székesegyház épületében ameddig a Várat átalakítják majd.
